 Have you modified buildings ruleset at all? If you have, following may
explain this.

 Buildings do not yet really use ruleset field 'effect'. Instead their
order in ruleset matters. So, if you have (2) less buildings before
Hanging Gardens than standard ruleset, Hanging Gardens works like Great
Library should. Instead of removing entries from buildings.ruleset, you
should just set their tech_req to "Never".
 You can't really change or dublicate building effects through rulesets 
yet.
