Yup, it did a week ago (XF86_VGA16 driver).

Verrry slow though (gui-gtk was playable, but only just on a
486DX66). It redraws some screens several times, and changing taxes
takes ages to have all the cities updated.

Since then I got a cheap ISA VGA card, which was supported, and which
helped a lot.
