Building only on own territory is probably too restrictive and will 
complicate things.  You have to make allowance for expansion into other 
continents, which seems arbitrary because you are limited on the same piece 
of land but not across the sea.  It might also encourage more of the "small 
pox" syndrome that is already prevelant.
