I see that most people here win `aifill 7 easy'
with one hand and eyes closed
and hardly ever win `aifill 7 normal'
(they easily won payciv's emperor/deity).

What about :
a) renaming easy to veryeasy and make halfway easy level
and/or
b) use real number as difficulty level, with some numbers
   equal to current difficulty levels.

This two seems easy to do. Only asking if no opposer.
