Great idea!  For example, the Lighthouse can be allowed by
risking and saving a certain amount of Triremes on open sea.
Wonders would confirm a quality a nation has shown to possess.

Those are interesting ideas, but it kind of defeats the purpose of wonders. Does it really help gameplay, or will it destroy game balance even more?

I assume you will have to have a minimum number of cities in this case, although these two projects are inherently centralized (not that it matters, but they do seems more natural the way it is done now, as opposed to the Magellan's idea above).

This one is certainly more logical and interesting. But then again it defeats the original purpose of the wonder.

I think the idea could work well, but only if building improvements

It's probably a good idea to allow the same wonder multiple times.
Generator 2 games are often little more than just a race for >Magellan's.

That's true, but this doesn't seem to be the way to cure it.
