Last time I tested (which was with 1.7.2) it was mainly the AI's goto
that was slow, and the presence of railroads made it an absolute horror.

The problem is that units don't corporate: each unit, on every turn,
will search the whole empire for work to do, regardless of the existence
of other units.  At least, that's what it seems like to me.  This also
seems to apply to military units, otherwise we wouldn't be seeing these
infantry armies moving about in a pointless way, changing direction
before they ever arrive anywhere.

The AI units need a command structure to divide responsibilities.
