I always considered this to be a feature, because I usually think ahead and change the long-term goal before the current goal is reached.

In the reseach-goal selection, if you change your long-term goal,
and the current short-term goal is not in the descendency-chain for
the new long-term goal, it will continue researching the same short-
term goal until it has been learned. Only then will it switch to the
correct tech for the selected long-term goal.

This is especially painful when you reach a goal and the game "picks"
your next goal for you, when you select the goal YOU want, the short-
term goal does not update properly.

(Easy to reproduce: Select a short-term goal, then select an unrelated
long-term goal. Note the short-term goal is not properly updated until
the current goal is learned.)
