[Freeciv-Dev] imlib configure problem (PR#354)

I have been attempting to install freeciv. I have imlib version 1.9.7
installed on my system. The library is in /usr/local/lib, the imlib-config 
script is installed in /usr/local/bin, and /usr/local/bin is in my $PATH.
However, when I run ./configure, I get the message:

*** The imlib-config script installed by IMLIB could not be found
*** If IMLIB was installed in PREFIX, make sure PREFIX/bin is in
*** your path, or set the IMLIB_CONFIG environment variable to the
*** full path to imlib-config.

Running configure after doing
setenv IMLIB_CONFIG /usr/local/bin/imlib-config
produces the same result, as does running configure with the prefix flag
explicitly set to /usr/local.

Any suggestions?
