Right, and the information _is_ "accurate", as far as it goes: it 
accurately tells you how big the city was last time you saw it.  

It _would_ make sense to show this information as "fogged", but 
making it hard to read just seemed annoying.  I think having the 
square clearly fogged is sufficient in that regard.  (I don't think 
there is much scope otherwise with 30x30 graphics.)
