If you configure and make in a directory other than the source
tree you get most of this anyway.  If not, this would require
big changes to the build process.

Maintaining an exclude file is easy and works.

No, at least not all.  Some of these (`INSTALL', `NEWS', `README', 
`COPYING', `AUTHORS', and `ChangeLog') are required to be in the
top level directory by the GNU Makefile Standards, which we 
follow via automake.
