What about letting a nation have more or less corruption than
the default? Of course there must be a tradeoff.

One suggested implementation:

; permissive    = c 0 = less corruption, more unhappiness, 2 = more corruption, 
less unhappiness

Permissive nations react less badly to high taxes, city size
and number of cities. Looks like an interesting twist, and of
course can be made into a server option (defaulting off).
