I agree, the toggle is ugly and frustrating.

However, I don't like tying the drop-downs to the Help dialog, either.  If
I've opened Help onto something independently, then open the Science Report
to innocently change my tech goal, the help topic changes!  It surprises
and frustrates me.  I'd much rather push a button when I really want help
-- and this is the way it already works elsewhere (e.g., in the Change
Production dialog).
