Yes this has been given the name... "the menu bug".
I fixed it by simply changing to sawmill... that fixes it.
I cannot reproduce it now.

I believe it happens because when the menu is down and another window pops
up t gets into a race condition. It then think you are changing the Hot
keys for the menu and wont let you do anything.... you will note you can
still move the mouse and type.... it just ignores it.
