Hm, more research into it; it seems like it's only bugging in a special
condition.  It is clearly not an important bug, but still it is a bug... 
I'll do this a bit expanded to avoid misunderstandings:

1. Something (i.e. an archer) is in production in a city.

2. I enter the worklist.

3. I add a predefined worklist (probably the same thing would happen if I
enter things manually - I haven't checked).

4. The first entry cannot be built (i.e. it's a granary, and I
either already have the granary or the pyramids).

5. I delete the old entry (the archer) from the list.

6. Expected and observed behaviour: The entry that cannot be built
disappears.  

7a Expected behaviour: The next entry of the list (i.e. a harbour) should
be built. 
7b Observed behaviour: it falls back to what it was building (the archer)
instead of the next item at the list.

7b happens also if I do (5) before (3), or if I insert (3) at front
(prepend) in the list.
