Someone could probably hack together a patch that displays partial gfx,
but I doubt how useful such a feature would be.
I use lots of thinking sometimes to build "just" the right amount of
marketplaces vs libraries, to max out science while not losing money,
and I think we would lose this aspect if you were able to set partial
tax rate.
