[Freeciv-Dev] problem with installing freeciv (PR#213)

I would like to know why when i select the file
"install", a message stating "The disk file
c:\windows\temp\install already exists. Should WinZip
overwrite it so that the file in the archive can be
viewed. yes? No? Help?".  On clicking yes, a message
appears stating "Skipping c:\windows\temp\install.
This file is in use by the system and cannot be safely
extracted at the time"
