After the AI has reached a research-level like Tactics
it nearly stops researching science and set a very high tax rate.
The AI builds then many units and attacks, but if it
can't occupy its enemies the AI continues producing many units 
and so you have just to wait for getting better units as the AI 
and the game is not very interesting after that point.
