Here is just an idea I have had to make Freeciv a little more realistic and, 
perhaps, quite a bit more challenging:  limited resources.  The addition of 
this feature would certainly cause players to pay a lot more consideration to 
the enviroment.

How it would work:   Each square would have a resource number (say 10000), 
each turn that the square is used to produce food and resources a certain 
number (based on output) would be subtracted (perhaps 10 - 20).   Once the 
resource number reaches zero, no more food or resources would be produced 
(squares would still produce trade points).  The loss of resources could be 
reduced by some scientific advances: (crop rotation, fertilizer, recycling, 
enviromental management, etc)  Perhaps some futuristic advancements could add 
resource points.

    By incorporating resource management into the game, desginers could 
lessen the tendency for players to treat Civ as just a war game. Players 
would be forced to improve their civs or else find their cities' factories 
useless and citizens starving.
