Questions:  Do we want these files in the CVS?  Do we want them in the
releases?

They will make the CVS (and releases) bigger, but since we include all the
*.po files in the CVS (and all the *.gmo files in the releases) I think
including README.* files is acceptable.

Looking at what files we have, I can see that it might be nice to
eventually have translations for README, INSTALL and HOWTOPLAY.  Given the
number of potential languages, that could get to be quite a few files.
Just thinking of organization, perhaps we should put these (translations)
in a new 'doc' directory.

Given a place to put them in the CVS, I think now is just fine for these
translations to be made.

As for names, I like "README.de" -- but that's just a personal preference.
