When playing a bunch of ai's in 1.9 and capturing a few ai city's,
I suddenly had a caravel popping up in one of my non costal city's.
After a quick look at the source I figure it has to do with the
caravel being teleported to this city as a result of a unit stack
resolvement. The caravel did probably belong to one of the city's I
just captured, and at the moment shared a tile with other of it's former
own troops. The city it teleported to was 3 tiles away from the coastline,
so it was stuck there and not very useful.

I don't know if you count this is a bug, but at least I don't see it as a
normal thing to happen in real life...

Great game, btw. Freeciv is really shaping up!
