        Right.  Capitalization is overvalued.  So are SAM sites and a few
other things.

        You want knowledge stuff in all cities.  But it does take a back
seat to Veteran/healing buildings like Barracks.

        Or a better understanding of what to suggest.  Try to come up with
reasons/evaluations of why you want what where.  I'm willing to try and
code it.
