Idea/Suggestion:
Customising automatic city improvement suggestions

Description:
Current next-to-build suggestions are not good, actually
one feature especially pisses me off, when Capitalisation is
invented, it looks to suggest it always thereafter - which makes
the consept of automatic improvement building totally useless.

I don't need army-related stuff to get build to "safe" cities, or
knowledge stuff to border (or even front) cities.

How about 4 lists of suggestions:
None
Science
Military
General

Those 3 lower are just customised lists what suggest to be build.

That's "ideal" way of doing it, but just one suggestion list
goes also. I don't really like default build order it now (v1.8.1) suggests.
