Regarding being able to upgrade units without intermediary sciences, then
I believe Civ2 allows this, but remember the only thing that upgrades in
civ2 is Leonardo's.

Also upgrading cost is buying-unit-cost(with half the shields of the unit
you are upgrading) so you can just disband a unit and buy it if you can't
upgrade it. However it will keep it's veteran/non-veteran status if you
upgrade it while it will get a new if you disband/build.

One way to solve this issue would be to allow "upgrade-to" which would
allow any change of unit type inside the unit-meta-type (i.e. land-to
land or air-unit to air-unit) or such like.
