[Freeciv-Dev] Suggestion: Volcanoes

 Hello,

I got this idea from reading about Popocatépetl in National Geographic's 
January 1999 issue. To build next to a volcano is a serious threath but it also 
gives great agricultural resources. A city would be able to grow fast but it 
also could disappear in one big eruption.
