[Freeciv-Dev] minipatch for gtk+popup+mousecursor situation

I was mildly annoyed that the popup describing the tile terrain (middle button)
was obscured by the mouse cursor.
This mini-patch fixes that for me, though people with a different size of the 
cursor graphics might feel different.
