[Freeciv-Dev] Default section in nations.ruleset

Hi!

This small patch introduces a default section
in nations ruleset. Nation name, leader flag
and cities cannot be default. It's without any
templates, inheritance and so on but, for nations
it's enough. Unless the default section rules
will be unified.
