Neither really, its a JitterBug thing.  (That message was
sent from within JitterBug as I had not yet received the bug
report via the mailing list.)

JitterBug has various quirks which I assume suit the way
it was used by the JitterBug developer(s), but which don't
always suit well the way we use it for freeciv... :-/
