I've been seeing this a lot lately.  It appears that the list software
which is handling freeciv-dev is mangling MIME messages.  Since MIME is
the recommended way of sending patches to freeciv-dev, this means that
patches are going to be much harder to extract properly, and may even
be damaged.

This only started happening within the last week or so.
