Ah, freeciv handles the ChangeLog a bit differently to some
projects.  The freeciv ChangeLog is usually only updated prior 
to a release.  For the CVS version, up-to-date changes can be 
found in:

ftp://ftp.freeciv.org/pub/freeciv/latest/changes.txt
