Actually, I think I over-reacted a bit.  Its a mostly harmless
bug, which only affects dependencies, and thus only affects
users who compile, edit some (client-gui) files, and then 
recompile.  And anyway I think my fix was ok.

So I hereby say that we release freeciv-1.8.1 as it is.
Its currently in incoming; I'll let Martin move it and update 
the web pages, and then we can post some proper announcements.
