More information about this: 

It occurs both for the supported units and the present units.  The 
problem in more detail is that when a unit is added (eg, move a init 
into a city when the city dialog is open) its pixmap is incorrect 
(if the init is a different type to the one which was previously in 
the first position).  

I also notice that telling the Window Manager to Refresh the city 
dialog causes it to show the correct pixmaps.  So I guess there just
needs to be some explicit call to refresh/update things, but I don't 
know what/where.
