In that case, it would be fine as a configurable option.  Do the Freeciv
Bomber units still act differently than their Civ1/2 counterparts?
If not, then it might be desirable to protect a stack of ground units
by parking a Bomber on top of them -- that makes them impervious to
attack by all but Fighters and Stealth Fighters in Civ1/2, and may in
some cases be worth the expenditure of the Bomber.
