I think these files belong in one of the client dirs 
(client/include or client/gui-xaw) and not in the data dir.  

Reasons:

1. The data dir is for run-time data, whereas these are
compile-time data.  (I think?)

2. The compilation is already setup so that #include looks 
in the client dirs, but not in the data dir.  Getting 
around this with #include <../data/goto_cursor.xbm> 
breaks when compiling freeciv from a different directory 
than the source dir.  

(One could set up compilation to look for includes in 
the source data dir, but I'd prefer to just maintain the 
compile/run-time distinction of point 1.)
