[Freeciv-Dev] Question on ai

Here is a question that I am unable to answer for myself since as I am
not all that good at writing or reading code. Does that ai actually
cheat? Sometimes I swear the ai couldn't be able to do something.
Sometimes when i log in as an ai the game tells me it's resetting
several options because it has something like taxes set too high for the
current government style.
