The last thing you guys need now is a stir, but I notice cruise missiles
can be "veteran."  Some may argue that a city with an airport may be able
to produce a missile with 50% more destructive power that a city without,
due to local expertise, but I doubt it.

Does CivII have veteran missiles?  If so, I think the description should
be changed.  "Enhanced", perhaps.  Or "GT".  For Italian civilisations of
course, "Quattrovalvole."


  (Actually, I find the notion of landing a missile laughable.  How do
  you land a missile on a submarine in such a way that it can be used
  again?  Parachutes and a boat hook?  Realistically, missiles should only
  be loaded up at port, though that would make them much less useful in
  Civ.  End of spiel.)
