Isn't it time to add Fundamentalism yet?
It's a very interesting (game-wise, of course - not real life!) form of
government.
People say it's unbalanced, that one can just keep producing military units
and get science advancements by conquering other cities. Then why not
limiting that? Reducing the chance of getting an advance to something like
50%? After all, fundamentalists don't care a lot about science...
