        For the hundred millionth time, this is not a bug, dammit.
        It is documented behavior that Microprose fully intended to
be there.  (I know for sure this is documented in the Civ 2 manual, and I'm
almost as certain it was documented in Civ1)

        If you don't want your borders breached, you need to have a sentry
unit on every single square.
