I would prefer _not_ to add utility programs to the
main freeciv distribution, though I'm very happy for
them to be promoted and available separately on 
{www,ftp}.freeciv.org etc.

Having them separate from the freeciv distribution makes
it easier to maintain and release such projects independently,
which I think is good, and also keeps down the bloat of
the main distribution.
