I believe the current dependence is that the cost if halved if 
there are _no_ units in the city.  Once there are _any_ units
the cost is constant, whereas with Nicolas' patch it keeps
increasing as you add more units.

But:

I agree a server option for this would be good, especially since 
the current rules match (at least to some extent) Civ1/Civ2.
