I'm seeing cities stay in civil disorder for a disturbingly long
time. I know that one cause of this is when Global Warming turns the land
around a city into much less usable terrain, and the resulting shock has to
work itself out.
Should global warming perhaps be toned down a little bit? Or do we
need to teach the AI players to be more active in preventing it?
