Looks like a problem i already had !
I think you haven't installed all the new file of freeciv.
Especially the file in the data directory which is called "Freeciv".
Another thing can happen.
Your computer uses old version of the data file "Freeciv".
If you install your cvs-version using make install,
i think your problem will disapear.
