[freeciv-data] Soviet nation and new russian.ruleset

Good daytime!

Since freeciv has soviet flag, i thought about soviet nation.
(Maybe someonce we will have WW2 scenarios?)
Several cities in this soviet.ruleset still have their names in
modern Russia, however. But they all got their names after 1917.

After mading soviet.ruleset i deleted Stalin from russian.ruleset
(and added more cities).

PS I don't send UTF-8 version of [leaders|cities] names. But, if we
really want to make all names in its own letters, i have it.
