[freeciv-data] More civilizations ?

Why you don't active more civilizaion (graphics are present in hires).
I do a test on a version of freeciv and it's work well. Don't have problem 
with the tiles who don't have this civilisations.

I test with 4-civ ( precolumbian, classical, asiatic, european) , it's great.

PS: I have realized  a revided graphics of hires ( 
http://f.rodrigo.free.fr/freeciv/ ) who active this civilization;  more over 
you  must edit all the nations and cities files.
