Currently, you lose all the excess food stock when your cities
grow in population. For example: if your food production is 4
per turn and your food stock is at 68. Your city grows to 7 at
next turn and you are left with 0 food stock instead of 2.
Would it reduce micromanagement if you can carry forward your
excess food? How do PayCivs behave?
