[freeciv-announce] Beta for 1.12.0 release

Hello Freecivers.

We have just begun the beta-test period which will lead up to version
1.12.0 of Freeciv.  The latest beta version can be found at:

Due to the personal schedules of the maintainers we have not decided on 
a precise release date, but 1.12.0 should be out july 25th at the 
latest.
