Yes, and it has become one of the biggest CPU sinks in the AI. It is too
slow. Either it is rewritten to be faster somehow, or other code has to
use it be faster to compensate.

One idea might be to use it for another big CPU sink, the rampage code.

I am also having seconds thoughts as to how useful it is for the city
danger code. Its range seems a bit short.
