I removed it.

Well, occupying an explored city tile might be desirable, since we will
in this way explore a bit beyond the range of the city.

It now checks with map_get_known(x, y, pplayer)

The patch should now work with the newest code, which seems to have messed
with the continent-determining code. agh!

I'll test this more thoroughly this evening (EST).
