I've rewritten much of the previous patch, as I discovered serious flaws
in it. Much of it has been put in a separate file. It has also been
adapted to the ai move cleanup, and must be patched on top of that.
Preliminary results from the pitfighting contest between AIs with new
diplomat code and AIs with the old shows an 8:3 victory for the new code.
Still, there is much that could be improved, especially with a decent path
finding implementation and a better goto.
