1) I've never known Cox to do this.
2) The cable/satelite companies don't control what signal the stations
send them.  If a channel is doing this (and again, I'm not aware of one
that does), then contact *that channel*.  Cox doesn't control the
channel (with a couple of exceptions--like the Cox Sports channel, that
isn't broadcast in HD (yet) anyway).
