this one:

NONUS contains only software that can't be exported from the US, like
encryption and patented 
software. You might want it, but you need the base system of the 1st cd.

note there is also a 2 and 3 which contains more packages you might want
(or if you have a good net connection, and the box will be on the net
you can install those from the web easily.

I've only done it once but that looks correct.
